The game uses a top-down map and menu-driven controls. Players place roads, zones, power plants, police stations, fire stations, and other services while monitoring taxes, population growth, pollution, crime, traffic, and city valuation. As the city expands, higher-density buildings and more complex demands appear. The SNES interface simplifies the original computer version, but the core systems remain intact, including electricity coverage and long-term urban planning.
